SCOPE OF WORK Transit On -Call Extension of Staff Consultant Services The City of Santa Ana (CITY) is contracting for On -Call Extension of Staff Support to supplement CITY staff in the development of a transit vision and masterplan for the time frame of January 1, 2007 thru December 31, 2007. 1.0 BACKGROUND The CITY is responsible for developing a vision and masterplan as part of the Orange County Transportation Authority (OCTA) Go Local Program. The On -Call Extension of Staff Consultant (CONSULTANT) will be called upon to assist CITY staff by providing staff assistance and technical expertise in managing and overseeing the Go Local process. The CITY's transit vision and masterplan effort will be an important undertaking that requires CONSULTANT as -needed assistance to serve as advisor, manager, and extension to CITY technical staff. 2.0 GENERAL DESCRIPTION OF SERVICES CONSULTANT shall function as extension of CITY staff and supplement CITY staff by providing specialized expertise as required to effectively manage the transit vision and masterplan efforts. Under this scope of work, CONSULTANT shall assist CITY staff in the oversight, management, and completion of all work associated with the development of the transit vision and masterplan. CONSULTANT's support shall be in technical oversight and support. CITY will provide overall direction for the transit vision and masterplan effort and will assign its own staff to perform specific job responsibilities. CONSULTANT shall supplement CITY staff and provide specialized expertise as requested. 3.0 SCOPE OF SERVICES 3.1 Oversight of Preparation of Go Local Application CONSULTANT shall assist the CITY in the oversight of the preparation of the Go Local application by CITY staff. CONSULTANT shall work with the CITY, OCTA, other agencies, or consultants as required in coordinating the development of this application. CONSULTANT shall maintain a spirit of collaborative practices and problem solving, maintain and foster relationships with agencies and local governments. 3.2 Technical Oversight and Support CONSULTANT shall assist the CITY in the oversight of work performed by other consultants. CONSULTANT shall provide technical assistance on an as -needed basis. As necessary, support in technical areas will be specifically requested and identified by the CITY. Anticipated activities include: • Monitor, oversee, and review work related to the Go Local Program. • Provide as -needed transit support as pertains to development of rapid transit projects.
