SUSAN SAXE- <br />CLIFFORD FOR PSYCHOLOGICAL <br />SERVICES <br />n ~ <br />l.~ <br />ITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1~~ Reading <br />^ Ordinance on 2n° Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with Susan Saxe-Clifford, <br />Ph.D, to provide psychological services in an amount not to exceed <br />$40,000. <br />DISCUSSION <br />The Police Department performs psychological pre-employment screenings of <br />all police officer, police service dispatcher, and correctional officer <br />applicants as mandated by law. In addition, police personnel are offered <br />post-traumatic psychological incident evaluations, fitness-for-duty reviews <br />of police officers, and crisis intervention counseling. <br />The Department anticipates the need for psychological services to remain at <br />the current level over the next several years. The number of pre- <br />employment screenings will remain constant due to the ongoing need to fill <br />existing and future vacancies. Additionally, the department plans to <br />continue its preventive program currently in place for personnel in <br />stressful assignments, such as child abuse investigation. <br />The agreement reflects service rates that are consistent with standard <br />professional fees. Pre-employment psychological evaluations will be billed <br />at a rate of $400 per applicant. Post-traumatic psychological review, <br />fitness for duty reviews, and crisis intervention will be billed at a rate <br />of $250 per hour. Court review and testimony will be billed at a rate of <br />$350 per hour. <br />The Police Department has contracted with Dr. Saxe-Clifford for more than <br />fifteen years. During that time, she has provided excellent psychological <br />services for the department and continues to be highly respected in her <br />field. Department staff recommends the approval of this agreement as Dr. <br />Saxe-Clifford has established a trusted relationship with the Police <br />Department staff. <br />25B-1 <br />
