WS.A. <br /> <br />WORK STUDY SESSION <br /> <br />OCTA CENTERLINE LIGHT RAIL PROJECT <br /> <br />Public Works Agency Executive Director Jim Ross presented staff's report <br />regarding the CenterLine project, a proposed 28-mile light rail public <br />transportation system running between the cities of Fulterton, Anaheim, <br />Orange, Santa Ana, Costa Mesa and Irvine. He chronicled the history of the <br />project from the 1970's to the present, focusing particularly on project <br />funding. Ross indicated the Orange County Transportation Authority <br />(OCTA) was scheduled to make its next decision regarding the system on <br />December 13, 1999. <br /> <br />Transportation Manager Joyce Amerson outlined route alternatives and <br />options for the Council to consider, including: <br /> <br /> 1. No Build - Assumes the project would not be built <br />2. Elevated - Alignment on Main Street beginning at LaVeta proceeding <br /> south, through Downtown Santa Ana, then along Bristol Street to <br /> Costa Mesa <br />3. Street Level 1 - At-grade alignment along Main Street through <br /> Downtown Santa Ana proceeding west to Bristol and south to Costa <br /> Mesa <br />4. Street Level 2 - At-grade alignment with a Main Street/Broadway <br /> north/south couplet proceeding south along Main Street to MacArthur, <br /> splitting west to Costa Mesa and continuing southeast to Irvine <br /> <br />Planning and Building Agency Executive Director Robyn Uptegraff discussed <br />the project's environmental impacts, noting that because a final route <br />alignment had not yet been selected, the environmental documents <br />themselves were more of a "scoping" nature than an "environmental impact" <br />analysis. <br /> <br />Executive Director Ross discussed right-of-way problems such as loss of <br />arterial capacity and signal preemption impacts on traffic congestion. <br /> <br />OCTA Director of Planning and Development David Elbaum presented a <br />memo dated November 8, 1999 along with support documentation to the <br />Council, and indicated OCTA's willingness to work with the City to solve <br />issues of concern. <br /> <br />The following persons spoke regarding various aspects of the Centerline <br />project and light rail and by and large opined as noted: <br /> <br />Sarah Catz <br />Jim Tiehen <br />Bill Todd <br />Linda Grau <br />Matthew Oruz <br />A.
