<br />D. The overarching goals of the Early Prevention and Intervention <br />Commission shall be to: <br /> <br />1. Reduce the number of gang-related crimes. <br /> <br />2. Reduce the level of gang membership and activity. <br /> <br />3. Mobilize the community into action to ensure that youth do not join <br />gangs. <br /> <br />4. Improve community capacity to address crime, violence, and gang <br />activity. <br /> <br />5. Identify resources, develop strategies, and design inter-agency <br />programs which will improve services to youth that are gang <br />involved or at risk of gang involvement. <br /> <br />E. The Commission's mission shall be to develop a more strategic, <br />coordinated, and collaborative effort between the City, law enforcement <br />agencies, social services, and the general public with the objective of <br />enhancing opportunities for youth in Santa Ana to significantly reducing <br />gang involvement, and it's negative impact, in the community. <br /> <br />F. Through grassroots organizing and public/private partnerships, the <br />Commission will assist at-risk youth, former gang members, and ex- <br />offenders by developing stable collaborations among youth, parents, service <br />providers, educators, and businesses. These collaborations will divert <br />potentially dangerous gang involvement into more positive and productive <br />educational, employment, and developmental paths, while simultaneously <br />creating a new generation of leaders and role models who enrich their <br />communities and enhance their viability. <br /> <br />G. All provisions of the Santa Ana Municipal Code which are repeated herein <br />are repeated solely in order to comply with the provisions of section 418 of <br />the Charter of the City of Santa Ana. Any such restatement of existing <br />provisions of the Code is not intended, nor shall it be interpreted, as <br />constituting a new action or decision of the City Council, but rather such <br />provisions are repeated for tracking purposes only in conformance with <br />the Charter. <br /> <br />Section 2. Sections 2-550 through 2-554 are added to Chapter 2 of the Santa <br />Ana Municipal Code to read in full as follows: <br /> <br />Sec. 2-550. Establishment <br /> <br />There is created and established the Santa Ana Early Prevention and Intervention <br />Commission ("Commission") pursuant to and in accordance with the provisions of article <br />IX of the City Charter.
