Conditional Use Permit Nos. 2006-23 and 24 <br />February 12, 2007 <br />Page 2 <br />restaurant with drive-through service and a 6,500 square foot <br />medical/retail building. The site has three zoning designations: <br />Community Commercial (C-1), Two-Family Residence with a B suffix (R2-B) <br />and Bristol Street Corridor Specific Plan (SP-1), with corresponding <br />General Plan land use designations of General Commercial (GC), Low Density <br />Residential (LR-7) and Open Space (OS) (Exhibit 1). <br />Surrounding land uses include residential uses to the north, commercial <br />uses to the east and west, and office and school uses to the south <br />(Exhibit 2). <br />Project Description <br />The applicant proposes to construct a new 11,200 square foot Walgreens <br />retail store building. The store will operate 24 hours a day, seven days <br />a week and will provide a two-lane drive-through for the pharmacy. In <br />compliance with the SP-1 building location and landscape requirements, the <br />building will be located off a pedestrian plaza facing Bristol Street. <br />The plaza will be finished with decorative paving and landscaped with <br />double rows of palm trees that will continue the Bristol Street corridor <br />theme. <br />The proposed building is mostly a single story structure (10,500 square <br />feet) and has a small (700 square feet) mezzanine to be used for general <br />stock. The architecture of the building is contemporary with a simple <br />massing punctuated by raised architectural features at the building <br />corners. The building will be finished with two-tone plaster with <br />decorative split face block at the base and on pilasters, slate accents on <br />pilasters facing Seventeenth Street, aluminum storefront and decorative <br />steel trellises and awnings. Pursuant to the SP-1 architectural <br />standards, the building entrance is located at the building's chamfered <br />corner and faces the streets. To accommodate direct access from the <br />parking lot, a second entrance is provided. Both building entrances are <br />highlighted with a tower element with columns accented in slate with <br />natural color concrete above and metal roof in copper tone supported by <br />rough sawn wood rafters with exposed rafter tails. The maximum height of <br />the building is 30 feet at the tower roof peak. The project provides the <br />required 56 parking spaces and meets the landscape standards for the SP-1, <br />C-1 and R2-B zone districts (Exhibits 3, 4, 5 and 6). <br />In order to construct the new building, the applicant proposes to demolish <br />a 3,000 square foot-fast food restaurant with drive-through service, a <br />6,500 square foot medical/retail building and their related parking lot <br />and landscape areas. <br />31 A-3 <br />
