<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />MARCH 19, 2007 <br />TITLE: <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1" Reading <br />o Ordinance on 2M Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />AMENDMENT WITH O'REILLY AND <br />ASSOCIATES FOR RAPID RESPONSE <br />RETENTION PROJECT <br /> <br />~ <br /> <br />!lPoc2 <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />---- <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an amendment to the agreement with <br />O'Reilly & Associates to increase the contract amount by $54,000 for an <br />amount not to exceed $104,000 in order to complete the second phase of a <br />Rapid Response Retention proj ect for the Santa Ana WORK Center's Rapid <br />Response services and acti vi ties under the Workforce Investment Act's <br />Rapid Response Grant. <br /> <br />DISCUSSION <br /> <br />The role of the Rapid Response Program is to assist workers to quickly <br />return to productive positions in the workforce and assist employers to <br />explore alternatives to staffing reductions through human resource <br />solutions. On March 6, 2006, the City Council approved a contract with <br />0' Reilly & Associates to develop an early warning system to identify <br />companies who would benefit the most from the program. This phase was <br />completed on June 30, 2006. <br /> <br />On November 20, 2006, the City Council authorized a contract with <br />O'Reilly and Associates to begin working with the WORK Center to <br />implement the second phase of the proj ect. 0' Reilly assisted the WORK <br />Center in implementing strategies identified during the first phase of <br />the study including facilitating meetings and technical assistance to <br />support the building of an agency resource team. The resource team <br />includes both economic and workforce development specialists. This team <br />will jointly outreach to businesses and implement the early warning <br />system. <br /> <br />The resource team has determined that additional meetings are necessary <br />to fully implement the second phase of the Rapid Response Retention <br /> <br />25C-1 <br />
