With the creation of the MEMU Overlay Zone, a change will need <br />to occur to allow the Overlay Zone suffix (-OZl) to be added to the <br />existing zoning designations within the Metro East area. The addition of <br />the OZl suffix will identify those properties that may exercise the <br />ability to develop under the MEMU zone. Additionally, as a suffix, the <br />base zone will continue to be in place. For example, those properties <br />that may be zoned P-OZl (Professional-Overlay Zone 1) can develop or <br />continue to operate an office building to the Professional zone standards <br />or can take advantage of the overlay zone standards and propose a mixed- <br />use project. <br /> <br />The proposed zone change will result in a project that is consistent with <br />the goals and objectives of the General Plan. For instance, the mixed- <br />use proj ect will contribute to the promotion of balanced land uses. <br />Also, the project will include a variety of land uses that will enhance <br />the City's economic and fiscal viability. Finally, development in the <br />area, through the construction of the proposed public improvements and <br />site amenities, will contribute to the enhancement of a unique <br />development site. <br /> <br />General Plan Amendment <br /> <br />In order to facilitate the implementation of the Metro East Overlay Zone, <br />amendments to the General Plan are necessary. The Land Use Element will <br />be amended to change the designations in the subject area from <br />Professional and Administrative Office (PAO) to District Center (DC). <br />The change to the District Center designation allows an urban village <br />development where office, retail and residential activities would coexist <br />in an attractive, well-planned development area. It further allows the <br />continued and future use of office within this designation (Exhibits 13 <br />and 14) . <br /> <br />Development Agreement <br /> <br />The development agreement is a legal <br />the City that defines the terms and <br />the project site.
