The City, as the <br />lead agency, is required by the California Environmental Quality Act <br />(CEQA) to conduct an environmental review to analyze the potential <br />environmental effects associated with the proposed project. <br /> <br />NDC Development <br /> <br />In conjunction with the entitlements for the overlay zone, NDC <br />Development, LLC is requesting approval of a development agreement, site <br />plan review approval and a tentative tract map to allow the construction <br />of two residential high rise buildings with 374 condominium units, minor <br />remodeling of an existing four-story parking structure and 8,800 square <br />feet of retail space at 1901 East First Street. <br /> <br />Property Description <br /> <br />The Metro East Overlay Zone is comprised of the properties generally <br />bounded by the Santa Ana (I-5) Freeway on the west, Park Court Place and <br />its prolongation to Tustin Avenue on the north, First Street on the south, <br />and Tustin Avenue and the Costa Mesa Freeway (SR-55) on the east. The <br />overlay zone is comprised of over 200 acres of land that is designated in <br />the General Plan as Professional and Administrative Office (PAO) and is <br />currently developed with commercial, office and several large vacant <br />parcels along the western boundary of the overlay zone. The area <br />surrounding the Overlay Zone contains a mixture of residential and <br />commercial properties, including single family to the north and west and a <br />private school and residential uses to the south. <br /> <br />The NDC site is a 5.19 acre parcel of land that is located at the <br />northeast corner of First Street and Cabrillo Park Drive. A two-story, <br />75,300 square foot building that was formerly home to the Sequoia <br />Athletic Club and the Australian Swim School will be demolished to <br />accommodate the proposed project. In addition, the four-story, 669 space <br />parking structure that currently exists on the east side of the property <br />will remain (Exhibits 1 and 2) . <br /> <br />758-3 <br />
