A 5,000 square foot <br />roof deck on the south tower will contain seating areas with tables, an <br />outdoor fire pit, a water feature, a kitchen and a meeting room. In <br />addition, enhanced paving and potted landscaping will be provided on the <br />amenity decks of both towers. Finally, private storage space will be <br />provided for each unit. The storage space will be located within each <br />unit and will be a minimum of 192 cubic feet in size. <br /> <br />The applicant is also intending to provide a variety of interior <br />amenities for all residential units. The amenity package has yet to be <br />developed but will address unit specific items such as counter tops, <br />flooring, appliances, bathroom fixtures, laundry facilities and private <br />decks. Development amenities are proposed to include an entry lobby with <br />concierge services, a fitness center with top-of-the-line exercise <br />equipment, secured resident covered parking, contemporary storefront <br />glazing in the public areas, enhanced counter tops in all common areas <br />and a building security system. <br /> <br />The landscaping concept for the First and Cabrillo project is designed to <br />enhance the existing landscape and streetscape along First Street and <br />Cabrillo Park Drive. To emphasize the urban nature of the area, special <br />hardscape and landscape features such as outdoor seating, lighting, and <br />special pavement treatments will highlight the retail area and sidewalks. <br />A diverse landscape palette will also be provided throughout the project <br />to accent the various architectural treatments along this corridor <br />(Exhibit 6). <br /> <br />Analysis of the Issues <br /> <br />Environmental Impact Report <br /> <br />The California Environmental Quality Act (CEQA) requires the preparation <br />and approval of an environmental impact report (EIR) for this proj ect . <br />The environmental issues analyzed in the EIR included aesthetics/visual <br />resources, air quality, biological resources, cultural resources, geology <br />and soils, hazards and hazardous materials, hydrology and water quality, <br />land use and planning, noise, population, housing and employment, public <br />services, transportation and traffic, and utilities and service systems. <br />In accordance with CEQA, a draft EIR was circulated for review and comment <br />to public, local, regional and state agencies, and interested parties on <br />December 22, 2006 for a 45-day review period. On January 22, 2007 a <br />public hearing was held on the document in order to obtain input from <br />interested members of the public. By the close of the 45-day review <br />period, a total of nine written comment letters on the document were <br />received. <br /> <br />758-6 <br />
