Ali <br />WORK STUDY SESSION <br />Santa Ana Zoo. Howard Hall representing the Friends of the Santa Ana Zoo <br />(FOSAZ) reported that the proposed Children's Zoo would target young <br />families, which is the key audience for the Zoo. <br />Councilmembers discussed the details and impact of the proposed <br />amendment to the Zoo Master Plan and thanked staff for the presentation. <br />WS.B. CAPITAL IMPROVEMENT PROJECTS BUDGET AND SCHEDULING <br />UPDATE <br />City Manager Dave Ream and Public Works Agency Transportation Manager <br />Joyce Amerson reported on the mid -year status of the Capital Improvement <br />Plan. Ms. Amerson explained that the purpose of the update was to present <br />a review of the Phase I and II Bankruptcy Repayment Allocation Plans <br />previously approved by the City Council and to recommend the allocation of <br />final bankruptcy monies for priority projects for the upcoming Fiscal Year <br />2000-01 proposed budget. <br />Following the staff report discussion ensued on the proposed "next step <br />recommendations" which include funding for the Orange County High School <br />for the Arts, the Memphis Restaurant Tenant Improvements, Skateboard Park <br />Development, Fire Station No. 1 - Plan Updating and the use of funding <br />provided by the Irvine Ranch Water District agreement. <br />In response to Council concerns the City Manager agreed to provide Council <br />with an outline of capital improvements made in the City over the last 10 years <br />as part of the upcoming FY 2000-01 budget discussions. <br />CONSENT CALENDAR <br />The Mayor announced that items 11.A., 19.B., 20.A., 21.B., and 23.A. were pulled from the <br />Consent Calendar for separate discussion. <br />Consent Approve staff recommendations on the following Consent Calendar <br />Motion: items. <br />MOTION: McGuigan <br />VOTE: AYES: <br />NOES: <br />NOT VOTING: <br />SECOND: Christy <br />Bist, Christy, Franklin, Lutz, McGuigan, Pulido (6) <br />None <br />Moreno <br />Items removed for separate action or modified are highlighted.
