<br />CHAPTER 2 <br /> <br />CEQA Findings <br /> <br />2.1 INTRODUCTION <br /> <br />This chapter presents the potential impacts that were identified in the ErR and the findings that are <br />required in accordance with Section 15091 of the CEQA Guidelines. The possible findings for each <br />significant and/ or potentially significant adverse impact are as follows: <br /> <br />(a) Changes or alterations have been required in, or incorporated into the project which avoid, <br />substantially lessen, or reduce the magnitude of the significant environmental effect as identified in <br />the ErR ("Finding 1"). <br /> <br />(b) Such changes or alterations are within the responsibility and Jurisdiction of another public agency <br />and not the agency making the findings. Such changes have been adopted by such other agency or <br />can and should be adopted by sueb other agency. ("Finding 2") <br /> <br />(c) Specific economic, social, or other considerations make infeasible the mitigation measures or <br />project alternatives in the ErR ("Finding 3"). <br /> <br />Table 2-1 (CEQA Findings for the Metro East Mixed Use Overlay Zone (program-Level Component)) <br />and Table 2-2 (CEQA Findings for the First and Cabrillo Towers (project-Level Component)) <br />summarize the significant unavoidable impacts of Volumes I and II of the ErR, respectively, as currendy <br />proposed for certification and adoption of the proposed project. <br /> <br />Adrlitional facts that support the findings are set forth in the Draft EIR, the Final ErR, the staff reports <br />to the Planning Conunission and City Council, and the record of proceedings. <br /> <br />Metro East Mixed Use Overlay Zone EIR Findings of Feel/Statement of Overriding Co~fJe'rl.f,cl'ris:.~g;~~~~~~ 2-1 <br />
