<br />Chapter 4 Statement of Overriding Conslderatfons <br /> <br />Impact 4.2-5 <br /> <br />Impact 4.2-6 <br /> <br />Operation of the proposed project would exceed South Coast Air Quality <br />Management District standards for VOC, NOx, CO, and PM", and would result <br />in a projected air quality violation. <br /> <br />Construction and operation of the proposed project could result in a cumulatively <br />considcrable net mcrease of criteria pollutants for which the proposed project <br />region is in nonattainment under an applicable federal or state ambient air quality <br />standard. <br /> <br />Cumulatively, the proposed project would also have significant and unavoidable impacts with regards to <br />the above-mentioned impacts. <br /> <br />Noise <br /> <br />Impact 4.9-6 <br /> <br />Impact 4.9-7 <br /> <br />Construction activities associated with the proposed project could generate or <br />expose persons or structures to excessive groundbome vibration. <br /> <br />Operation of the proposed project would generate increased local traffic volumes <br />that would cause a substantial permanent increase in ambient noise levels in the <br />project vicinity. <br /> <br />Cumulatively, the proposed project would also have significant and unavoidable impacts with <br />regards to the above-mentioned impacts. <br /> <br />Transportation <br /> <br />Impact 4.12-7 <br /> <br />Impact 4.12-8 <br /> <br />Implementation of the proposed project would cause an increase in traffic which <br />is substantial in relation to the existing traffic load and capacity of the street <br />system. <br /> <br />Implementation of the proposed projecr would exceed standards established by <br />the Orange County Transportation Authority within the study area. <br /> <br />Cumulatively, the proposed project would also have a significant and unavoidable impact with regards to <br />the above-mentioned impact. <br /> <br />. Short-Term Impacts <br /> <br />Of the seven significant unavoidable impacts directly attributable to the proposed project and associated <br />cumulative impacts, as identified above, none would be classified as short-term. Because this document is <br />programmatic in nature and would be used to guide future development and subsequent environmental <br />analysis within the City, pOlential short-term impacts will be analyzed during specific projects CEQA <br />reVlew. <br /> <br />.
