On February 26 and March 12, 2007, the Planning Commission <br />unanimously voted to recommend that the City Council adopt an ordinance <br />approving Amendment Application No. 2007-01. <br /> <br />E. On March 12, 2007, the Planning Commission unanimously voted to <br />recommend that the City Council: <br /> <br />1. Adopt a resolution certifying Final Environmental Impact Report No. <br />2006-01 and approve the mitigation monitoring program and <br />statement of overriding considerations (Volume II) for the First and <br />Cabrillo development project. <br /> <br />2. On March 19, 2007, the City Council of the City of Santa Ana held a duly <br />noticed public hearing and at that time considered all testimony, written and <br />oral. <br /> <br />G. Amendment Application No. 2007-01 has been filed with the City of Santa <br />Ana to adopt the Metro East Mixed Use Overlay Zone (OZ1) and to apply <br />the overlay zone to the properties generally bounded by Santa Ana (1-5) <br />Freeway on the west and south, Sixth Street to the north, and Tustin Avenue <br />to the east (AA NO. 2007-01). <br /> <br />1 . OZ1 introduces development forms and uses that will provide for the <br />creation of a high-intensity, mixed-use urban village within a <br />previously developed mid-rise to high-rise office environment. <br /> <br />2. Four districts are created within the OZ1: the Neighborhood <br />Transitional District, the Village Center District, Active Urban District <br />and the Office District. <br /> <br />H.
