Curtis & Sons to increase the aggregate limit <br />by $20,000 for personal hydration system and accessories for an annual <br />amount not to exceed $50,000. <br /> <br />DISCUSSION <br /> <br />On September 19, 2005, the City Council accepted a $8.4 million Urban Area <br />Security Initiative grant from the federal Department of Homeland Security, <br />through the State of California, Office of Homeland Security. This <br />initiative was designed to enhance the domestic preparedness of urban areas <br />by ensuring that all emergency first responders have adequate equipment and <br />systems to prevent, respond to and recover from acts of terrorism. The <br />grant provides total reimbursement to local agencies for equipment <br />purchases approved and authorized by the Office of Disaster Preparedness. <br /> <br />The Police Department requires a cache of Weapons of Mass Destruction (WMD) <br />personal protective equipment (PPE) kits to reduce first responders' <br />exposure to biological, chemical, and radiological threats. Each PPE kit <br />consists of a coverall and overhood, chemical protective adhesive strips, <br />protective latex booties, and disposable nitrile gloves. When first <br />responders don their PPE, they are susceptible to dehydration and heat <br />stroke. To mitigate these symptoms, first responders will be issued a <br />personal hydration system for use with their PPE. An additional $5,000 <br />contingency has been added for fire equipment including a hose tester. <br /> <br />The notice inviting bids was advertised on February 14 and 16, 2007, and <br />bids were solicited.
