Direct the City Attorney to prepare and authorize the City Manager <br />and Clerk of the Council to execute an agreement with P&D <br />Consul tants to prepare an Environmental Impact Report (EIR) and <br />related technical studies for the City Place Sky Lofts in an amount <br />not to exceed $246,625. <br /> <br />2. Approve an appropriation adj ustment recognizing $246,625 in the <br />2006-2007 FY revenue account for environmental review fee for the <br />City Place Sky Lofts Project (account 11-01-5452-115) and <br />appropriating $246,625 to the Planning and Building Agency 2006-2007 <br />FY budget allocation in the account for contractual services <br />(account no. 11-505-6291) for payment to P&D Consultants. <br /> <br />DISCUSSION <br /> <br />In February of 2005, the City Place mixed-use development was approved by <br />the City Council. As part of the development agreement approved at that <br />time, a two-acre parcel was set aside to study the possibility of <br />developing a high-rise residential project. Since that time, the <br />developer had been analyzing the possibilities of high-rise residential. <br />More recently, the developer, Transaction Financial Corporation, has <br />submitted drawings into the City's review process. Staff has prepared a <br />preliminary environmental analysis and identified a number of potentially <br />significant environmental impacts that could be associated with the <br />implementation of the proposed project. Therefore, the preparation of an <br />Environmental Impact Report (EIR) for the proj ect is required for the <br />proposed development. Transaction Financial Corporation will be funding <br />the recommended contract in its entirety. <br /> <br />25A-1 <br /> <br />
