The Committee made several recommendations for changes to <br />various sections in the Charter, including the dollar threshold at which <br />the City Manager is authorized to bind the City by contract. On September <br />19, 2005, the City Council created the Charter Amendment Citizens' Task <br />Force and directed members to review and comment on the Ad Hoc Committee's <br />recommended amendments. The Task Force provided several recommendations <br />related to the proposed changes, including the adoption of ordinances to <br />amend relevant sections in the Municipal Code. These recommendations were <br />subsequently approved by the City Council and submitted to the voters at a <br />special election that was consolidated with the General Municipal Election <br />held on November 7, 2006. <br /> <br />Upon adoption of the Charter amendments, staff reviewed ordinances impacted <br />by the Charter changes. The recommended action provides Article VII <br />(Purchasing Rules and Regulations) with revisions modifying the rules and <br />procedures for the competitive bidding for purchase of, or contracts for <br />materials, supplies, labor, equipment or services. The recommended <br />amendments will consistently apply the increased level of administrative <br />authority, and implement the new reporting requirement for contracts <br />approved administratively. Additionally, the recommended amendments will <br />further, in a proactive manner, the goal of maximizing value at a minimum <br />cost by streamlining lower-dollar purchases and allowing for the <br />utilization of modern technology, including the use of electronic documents <br />and the City's web site for e-Procurement. <br /> <br />50A-1 <br />
