<br />CITY COUNCIL MEETING DATE: <br /> <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />APRIL 2, 2007 <br />TITLE: <br /> <br />2007 URBAN AREAS SECURITY <br />INITIATIVE GRANT PROGRAM <br /> <br />APPROVED <br /> <br />D As Recommended <br />D As Amended <br />D Ordinance on 1 st Reading <br />D Ordinance on 2nd Reading <br />D Implementing Resolution <br />D Set Public Hearing For <br /> <br />~1' <br /> <br />[)~k-- <br /> <br />C Y MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Adopt a resolution authorizing the City Manager and the Chief of Police to <br />submit a grant application to the State of California, Office of Homeland <br />Security for the fiscal year 2007 Urban Areas Security Initiative Grant <br />funding program. <br /> <br />DISCUSSION <br /> <br />The United States Department of Homeland Security (DHS) has developed the <br />Urban Areas Security Initiative funding program (UASI) UASI provides <br />funds to local emergency first responders to enhance security and overall <br />preparedness to prevent, respond to, and recover from acts of terrorism. <br />The grant specifically provides funding for anti-terror equipment, <br />planning, training, exercises and technical assistance. DHS determines the <br />UASI Grant award amounts based upon an assessment of the urban area's <br />current risks and vulnerabilities as well as utilizing a peer review <br />process to score the urban area's grant application. <br /> <br />In FY 2006 the United States Department of Homeland Security combined the <br />Anaheim UASI and the Santa Ana UASI into a single Urban Area. The City of <br />Santa Ana will continue to be designated as an Urban Area Core City and <br />will share grant administrative responsibilities with the City of Anaheim. <br /> <br />The City of Santa Ana has worked with the City of Anaheim, the County of <br />Orange, and cities wi thin the Anaheim/ Santa Ana Urban Area to determine <br />current capabilities and needs and have established goals and objectives <br />for the Anaheim/Santa Ana Urban Area. The City of Santa Ana will continue <br />to work in collaboration with the City of Anaheim to implement <br />complimentary strategies for responding to acts of terrorism. <br /> <br />55C-1 <br />
