<br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />Consultant will conduct public opinion research for the City of Santa Ana, as <br />follows: <br /> <br />Consultant will conduct a bilingual survey of Santa Ana property owners to: <br /> <br />I. Assess the feasibility of creating a Special Assessment District for <br />maintaining and improving city streets and arterial roads. <br /> <br />2. Determine the type of tax increase or assessment voters will be most <br />willing to support, for example: Property tax, utility tax or sales tax. <br /> <br />3. Determine the tax/assessment dollar amount most likely to be acceptable <br />to a majority of voters/property owners. <br /> <br />4. Determine the level of importance of a variety of transportation <br />improvement categories for possible inclusion in the assessment/tax <br />spending plan, for example: Sidewalks, street lighting, graffiti removal, <br />pothole repairs, residential street repairs, and major city street repairs. <br /> <br />5. Assess the level of importance of streets and roads in comparison to other <br />major spending categories, for example: Public safety; police, fire and <br />paramedic fire services; gang prevention; parks, recreation and youth <br />programs; and libraries. <br /> <br />6. Assess the feasibility of gaining voter approval for a special one-half cent, <br />one-quarter cent, or one-tenth cent sales tax, for city services such as <br />public safety services. <br /> <br />Survey Project Specifications: <br /> <br />Sample Size: 400 <br />Interview Duration: 20 - 25 minutes <br />Total fee for services: $22,000 - $24,000 <br />Timeline: March 2007 <br /> <br />7 <br />
