Public Works Agency <br />www.santa-ana.org/pw <br />Item # 19 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />April 1, 2025 <br />TOPIC: Pavement Management Program Update <br />AGENDA TITLE <br />Agreement with Bucknam Infrastructure Group, Inc. for the Measure M2 Required <br />Pavement Management Program Update (Project No. 25-6898) (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Bucknam Infrastructure <br />Group, Inc. for Pavement Management Program Update services, for an amount not to <br />exceed $135,000, which includes the base amount of $119,395 and contingency of <br />$15,605, for a term beginning April 1, 2025 and expiring March 31, 2028, with <br />provisions for two, one-year extensions (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency’s (PWA) Engineering Division is responsible for the <br />administration and oversight of all Capital Improvement Projects in the City. The City’s <br />Pavement Management Program (PMP) is an essential tool in determining the <br />condition, expected life, recommended improvements, and associated costs of the <br />City’s pavement assets. The program enables the City to prioritize pavement <br />rehabilitation projects where they are most cost effective and appropriately scheduled. <br />Additionally, the Orange County Transportation Authority (OCTA) requires that Cities <br />update their PMPs every two years in order to remain eligible for Measure M2 funding <br />programs. The City last completed a PMP submission accepted by OCTA in May 2024 <br />(Exhibit 1). <br />The City’s roadways consist of approximately 450 miles of paved streets and alleys. <br />The roadways are divided into three networks: Arterials, Local Streets, and Alleys. <br />Network Approximate Miles <br />Arterials 105 <br />Local Streets 317 <br />Alleys 28 <br />Total 450
