Direct the City Attorney to prepare and authorize the City Manager <br />and Clerk of the Council to execute an agreement with Jones and <br />Stokes to prepare an Environmental Impact Report (EIR) and related <br />technical studies for the West End Lofts development in an amount <br />not to exceed $65,000, pending receipt of funding from developers. <br /> <br />2. Approve an appropriation adjustment recognizing $65,000 in the 2006- <br />2007 FY revenue account for environmental review fee for the West <br />End Lofts development (account no. 011-01-5452-116) and <br />appropriating $65,000 to the Planning and Building Agency 2006-2007 <br />FY budget allocation in the account for contractual services <br />(account no. 11-505-6291) for payment to Jones and Stokes. <br /> <br />DISCUSSION <br /> <br />Staff has been working with Urban+West+Strategies, Inc., who wish to <br />pursue a residential mixed-use project at 320 West Fourth Street in the <br />City's Historic Downtown National Register District. Staff has prepared <br />a preliminary environmental analysis and identified potentially <br />significant environmental impacts that could be associated with the <br />implementation of the proposed project. Therefore the preparation of an <br />Environmental Impact Report (EIR) for the project is required. <br />Urban+West+Strategies, Inc. agreed to pay for the cost of these studies <br />and will be funding the recommended contract in its entirety. <br /> <br />Staff is recommending an agreement for this project with Jones and Stokes <br />due to the technical expertise that they have in environmental analysis <br />for complex projects. Jones and Stokes has previously prepared <br />environmental documents for projects throughout the City. This contract <br />will continue to build on that successful effort. Additionally, Jones <br />and Stokes is included in the City's list of qualified environmental <br /> <br />25A-1 <br />
