Prior to the Charter Amendment the City Manager's <br />authority was limited to contracts and agreements up to a value of $10,000. <br />Section 421 of the Charter requires the City Manager report to the City <br />Council quarterly on the contracts entered into under his authority for <br />information purposes. The report is required to include the names of <br />contractors and the amounts of each contract. <br />Exhibit A is a listing of all purchase orders, agreements and change <br />notices entered into between January 1 and March 31, 2007 valued between <br />the amounts of $500 and $25,000. Unless included under a blanket contract, <br />the City as a general rule does not purchase goods and services valued <br />under $500 through either a purchase order or an agreement.
