Allocation of FY 2007-08 and <br />Reallocation of FY 2005-06 ESG Funds <br />April 16, 2007 <br />Page 2 <br />DISCUSSION <br />In July 2007, the City of Santa Ana will be awarded $306,506 in Emergency <br />Shelter Grant (ESG) funds by the U.S. Department of Housing and Urban <br />Development (HUD). These funds are made available to states, counties <br />and municipalities to support emergency shelter programs for the <br />homeless. Eligible uses include renovation of emergency shelter <br />facilities, essential services to the homeless (e.g., food and health <br />care), and homeless prevention. A maximum of thirty percent of the total <br />grant may be used for essential services and thirty percent for homeless <br />prevention. <br />Since fiscal year 1987-1988, the City has actively participated in the <br />ESG program to provide funding to the homeless service organizations. In <br />November 2006, a Request for Proposals was mailed to 53 non-profit <br />providers soliciting applications for FY 2007-2008 grant funding. <br />Thirteen service agencies responded with funding requests totaling <br />$524,684. Proposals predominately sought funds to offset program <br />administration, homeless prevention, maintenance and operating costs. <br />On January 10, 2007, an evaluation panel consisting of representatives <br />from the Community Redevelopment and Housing Commission and the Human <br />Relations Commission conducted applicant interviews to rate and rank the <br />proposals using the following criteria: 1) community need, 2) effective <br />and efficient use of funds, 3) organizational qualifications and 9) HUD <br />requirements. A list of the agencies submitting proposals, the <br />evaluation panel rating, the grant amount for the present year, the <br />requested amount of funding for FY 2007-2008, and the recommended funding <br />for FY 2007-2008 is provided in Exhibit 1. A brief table of information <br />regarding each applicant is shown as Exhibit 2. One of the recommended <br />proposals will fund homeless prevention programs, and twelve will provide <br />essential services. <br />25E-2 <br />
