REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 16, 2007 <br />TITLE: <br />AMENDMENT TO AGREEMENTS FOR <br />TECHNICAL TEMPORARY PERSONNEL <br />SERVICES AND CONSULTING <br />(~~ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1 ~' Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and <br />Clerk of the Council to amend the agreements for temporary personnel <br />services and consulting to extend the term and to increase the total <br />cumulative amount to $425,000 with the following vendors: <br />Nakoma Group (formerly Data Design Corporation) <br />SoftMaster, Inc. <br />Telfords <br />DISCUSSION <br />The City utilizes a mix of contractors specialized in information <br />technology and full-time City staff to support the technology needs of the <br />City. The City operates 12 major application systems that include Utility <br />Billing, Business Tax, Payroll, Risk Management, and SAPIN to name a few. <br />In addition, the operations support two centers (City Hall and the Police <br />Department), 130+ servers, 2,000 users, 35 sites, and 240 items of network <br />equipment. <br />Contract personnel provide specialized knowledge in software application <br />development and support; business application and project consulting; <br />telecommunications services; and computer and networking services. The use <br />of these services maximizes the effectiveness of staff resources in the <br />Information Services Division (ISD) Approximately 17 (45 percent) of the <br />total staff assigned to Information Services are contracted positions with <br />third party vendors. This approach ensures proper expertise for the <br />completion of City information projects and maintains consistent delivery <br />of applications and systems to City users. Staffing from Nakoma and <br />Softmaster are specifically dedicated to support the main City systems. <br />25F-1 <br />
