RELEASE OF CONFIDENTIAL MEMORANDUM FROM CITY <br />ATTORNEY RELATIVE TO TERM LIMITS (LUTZ) <br />Motion: Authorize Clerk of the Council to release confidential City Attorney <br />Opinion dated July 14, 2000 relative to term limits. <br />MOTION: Lutz SECOND: McGuigan <br />VOTE: AYES: Bist, Christy, Franklin, Lutz, McGuigan (5) <br />NOES: None (0) <br />ABSENT: Moreno, Pulido (2) <br />WORK STUDY SESSION <br />WS.A. CODE ENFORCEMENT UPDATE - COMMERCIAL AND RESIDENTIAL <br />Mr. Bruce Dunams, Community Preservation Manager, Planning and <br />Building Agency outlined the deployment strategies for the Community <br />Preservation Division and gave a brief overview of the changes since <br />1984 in administering the program. He noted that prior to 1994 all <br />inspectors handled all violation types , but that currently violation types <br />are separated and the Division uses a team policing approach. <br />Mr. Dunams reviewed the process used to review and restructure the <br />Division in 1993 , including the hiring of a legal consultant, and the review <br />of deployment and enforcement methods. He also outlined the <br />restructuring proposal which included seven day coverage, late day <br />coverage, flexibility to change direction for special projects and a strategy <br />for high intensity issues. Presently, the Division handles approximately <br />15, 000 complaint opportunities per year and works in coordination with <br />the City Council and City Commissions, Neighborhood Associations, and <br />special interests such as Orange County realtors, Rotary, and DASABA, <br />and other residential and commercial entities to provide complete, <br />comprehensive coverage 7 days a week, 10 hours a day. <br />CITY COUNCIL MINUTES <br />229 JULY 17, 2000 <br />T <br />
