270 <br />WORK STUDY SESSION <br />The funding decision on the additional programs will be made at the <br />Board's September 27, 2000 meeting. <br />She noted that to date, Congress has not made a third year funding <br />decision on the Empowerment Zone/Enterprise Community Programs, <br />however the City is anticipating the third year RFP cycle to begin it <br />January, 2001. <br />Following the presentation, Councilmembers congratulated staff and the <br />Board on the many program accomplishments. Mayor Pro Tem Lutz <br />suggested that Ms. Nunn repeat the presentation at a televised Council <br />meeting. <br />COMMENTS <br />90.A. PUBLIC COMMENTS <br />Rosa Garcia addressed the Council and suggested that the Council <br />consider the reinstitution of the Student Assistance Mortgage Program <br />(SAM) so that individuals such as herself can afford to remain in Santa <br />Ana and remain involved in community programs. <br />Eric Halasz addressed Council with concerns relative to the production of <br />non -union commercials used by the advertising industry since April, 2000, <br />during the strike by the Screen Actors Guild (SAG) and the American <br />Federation of Television and Radio Artists (AFTRA).
