467 <br />CONSENT CALENDAR <br />Steven Scott Carter, recommended by Councilmember Franklin as the <br />Ward 3 representative to the Human Relations Commission for a <br />second full -term expiring on November 30, 2004 <br />Alfredo Zarate, recommended by Councilmember Franklin as the Ward <br />3 representative to the Personnel Board for a second full -term expiring <br />on November 30, 2004 <br />Robert Richardson, recommended by Councilmember Franklin as the <br />Ward 3 representative to the Planning Commission for a second full - <br />term expiring on November 30, 2004 <br />Christopher Leo, recommended by Councilmember Alvarez as the Ward <br />5 representative to the Planning Commission for a full -term expiring <br />November 30, 2004 (Replacing Cribb) <br />Gen Stroud spoke in opposition to the appointment of Christopher Leo <br />and Charles "Chuck" Bordenave addressed the Council in support of this <br />appointment. <br />Councilmembers Christy and McGuigan expressed concerns regarding <br />the appointment of Christopher Leo, an employee of an elected state <br />official, to the Planning Commission and the potential for conflicts of <br />interest.
