Motion: <br /> <br />Water District and the Orange County Sanitation District and that this was <br />an innovative project which would provide the highest quality of water <br />available. <br /> <br />Mr. Mills introduced the presenter, Tom Dawes, Project Manager. Mr. <br />Dawes explained that currently water in Orange County is provided <br />primarily by the groundwater basin, which is a natural filter, storage, and <br />piping system. The basin is recharged by the Santa Ana River, rain water, <br />imported water and recycled water. The proposed Groundwater <br />Replenishment System would use highly treated sewage as a new source <br />of water, which is needed because of the steady growth of population in <br />Orange County. Mr. Dawes also emphasized that water conservation <br />would be part of the new project. <br /> <br />The project would result in the construction of an advanced water <br />treatment plant at the site of the Water District's water factory 21 in <br />Fountain Valley. A pipeline would be built down the Santa Ana River. Mr. <br />Dawes further explained that steps would be taken to treat the secondary <br />sewage including microfiltration, reverse osmosis and ultraviolet <br />disinfection. The ultraviolet light would be utilized as a safety net and <br />would destroy any remaining bacteria and viruses in the treated water. <br />Additionally, the GWR System will have a small mineral content and will <br />therefore improve the water in the underground basin. <br /> <br />Mr. Dawes noted that the project was estimated to cost $352 Million, and <br />that the funding sources included grants and state loans and funds from <br />both the Orange County Water District and the Orange County Sanitation <br />District. He did not believe that the cost increases would be significant for <br />the City's ratepayers.
