<br />Consolidated Plan Annual Update and <br />Amendment to the Citizen Participation Plan <br />May 7, 2007 <br />Page 2 <br /> <br />strategy to meet the needs of the community and identifies resources and <br />programs that can be used to address them. Each year the City is <br />required to submit an Annual Update to the Consolidated Plan. This <br />document establishes a one-year investment plan that outlines the <br />intended use of resources in the forthcoming fiscal year. The proposed <br />Annual Update (Exhibit 1) covers the 2007-08 fiscal year. It reaffirms <br />the established policy of allocating funding in neighborhoods where <br />programs and resources would have a maximum impact. In addition, key <br />programs will continue to be operated throughout the City in order to <br />better serve the diverse needs in the community. HUD regulations require <br />that the Annual Update be available for a 30-day public review period <br />prior to being finalized to provide the residents of the jurisdiction the <br />opportuni ty to offer comments. On March 17, 2007, notification was <br />published in the Orange County Register that the draft plan was available <br />for review beginning March 18, 2007, and that the public hearing would be <br />held on April 17, 2007. It was also noticed in the La Opinion and the <br />Nguoi Viet as well as on the City's website. The 30-day public comment <br />period concluded on April 17, 2007. In accordance with Federal <br />regulations, all neighboring jurisdictions were also informed of the <br />draft's availability for review. All comments received, including all <br />funding recommendations made by the City Council on April 16, 2007, have <br />been included in the final document, which is due to HUD no later than <br />May 15, 2007. <br /> <br />The Citizen Participation Plan (Exhibit 2) is a component of the <br />Consolidated Plan that describes the methods that the City will use to <br />involve the public in the development of the Plan and in the creation of <br />strategies for using federal grant funds to meet housing and community <br />needs. The proposed changes to the Plan incorporate the CDBG Section 108 <br />Guarantee Loan Fund Citizen Participation Plan regulations and stipulate <br />that the Human Relations Commission will review and make recommendations <br />on ESG grant applications. <br /> <br />FISCAL IMPACT <br /> <br />There is no fiscal impact associated with this action. <br /> <br />1t:e~. 7((;' <br />Ste hen G.
