NO. 04-038) <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Renew the contract with OMS Janitorial for janitorial service at various <br />locations for a one-year period in the amount not to exceed $348,544. <br /> <br />DISCUSSION <br /> <br />On May 3, 2004, the City Council awarded a contract to OMS Janitorial for a <br />two-year period with provision for three, one-year renewals for janitorial <br />services for sixteen City buildings and recreational facilities and twenty- <br />two park restrooms. Services performed under the contract include <br />vacuuming, dusting, mopping, trash disposal, cleaning and restocking of <br />restrooms, machine-buffing tile floors, and carpet shampooing. <br /> <br />Currently, City staff maintains the hardwood gymnasium floors at Salgado <br />and Jerome centers. The gymnasiums are used extensively throughout the <br />year for basketball and volleyball, as well as various youth and community <br />events. The Salgado gym flooring was installed approximately ten years ago <br />and has been resurfaced twice in order to preserve the high quality <br />surface. The Jerome gym floor will be replaced next year as part of the <br />Jerome Center renovation project. To protect these investments, the Park <br />Maintenance Superintendent recommends adding routine maintenance of the <br />floors to the OMS contract. Also the additions recommended to the contract <br />are as follows: janitorial services for Santa Ana Stadium events on an as- <br />required basis, maintenance of two newly-constructed rest rooms at <br />Centennial Park, and a one-time detail cleaning of all park restrooms to <br />enhance the cleanliness of the facilities for park patrons. <br /> <br />In 2006, building maintenance and recreation staff conducted a cost-benefit <br />analysis of in-house versus contracting out janitorial services and found <br />contracting the service represents a savings of 45 percent. The vendor has <br />performed satisfactorily during the past contract period and has agreed to <br />renew the contract with a 4 percent price increase to offset increased <br />labor and supply costs. The recommended award amount includes costs for the <br />enhanced services and a ten percent contingency for unanticipated service <br /> <br />22A-1 <br />
