REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 7, 2007 <br />TITLE: <br />CONSOLIDATED PLAN ANNUAL UPDATE <br />AND AMENDMENT TO THE CITIZEN <br />PARTICIPATION PLAN <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1" Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Approve the Consolidated Plan Annual <br />Participation Plan and authorize the <br />Housing and Urban Development. <br />Update and Amendment to the Citizen <br />submittal to the U.S. Department of <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br />At its Regular Meeting of April 17, 2007, the Community Redevelopment and <br />Housing Commission recommended that the City Council approve the <br />Consolidated Plan Annual Update and Amendment to the Citizen Participation <br />Plan and authorize the submittal to the U.S. Department of Housing and <br />Urban Development by a vote of 6:0 (Rodriguez absent). <br />The Community Development Agency receives funding from various formula <br />grant allocation programs through the Department of Housing and Urban <br />Development (HUD). These programs include the Community Development <br />Block Grant (CDGB), the HOME Investment Partnership Grant (HOME), the <br />Emergency Shelter Grant (ESG), and the Housing Opportunities for Persons <br />with AIDS (HOPWA) Grant. These funds provide for affordable and <br />supportive housing, community development programs, social services and <br />economic opportunities. Since Santa Ana is the most populous city in the <br />County, HOPWA funds are provided to the City for use throughout the <br />County to address housing and supportive services for persons with <br />HIV/AIDS. <br />Prior to 1995, each of these programs required separate application and <br />reporting procedures. Beginning in 1995, HUD required the submission of <br />the Consolidated Plan, which is a five-year comprehensive planning <br />document and application for all of these programs.
