NO. 07-053) <br /> <br />APPROVED <br /> <br />D As Recommended <br />D As Amended <br />D Ordinance on 1 " Reading <br />o Ordinance on 2nd Reading <br />D Implementing Resolution <br />D Set Public Hearing For <br /> <br />~~ <br /><- CI/ ANAGE <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Award a contract to American LaFrance of Los Angeles, under the Cooperative <br />Purchase Provision of the City of Los Angeles, for the purchase of one <br />ladder truck in the amount not to exceed $799,929.54. <br /> <br />DISCUSSION <br /> <br />The Fire Department has adopted a comprehensive and systematic replacement <br />program for Fire Department emergency response vehicles. The program is <br />designed to replace outdated equipment in accordance with the National Fire <br />Protection Association (NFPA), Standard 1500. The standard recommends a <br />limit of 15 years to front line service units, with a reserve status of <br />five years. The standards are part of the requirements for maintaining a <br />recognized Class I Fire Department. Due to age, one 1988 LTI ladder truck <br />meets the schedule for replacement. The delivery time with American <br />LaFrance is twelve months. Additionally, the Finance & Management Services <br />Agency's Fleet Division reviewed the purchase in accordance with the City's <br />Hybrid and Alternative Fuel Vehicles Acquisition Policy. Currently, hybrid <br />trucks are not manufactured in the ladder truck category. In accordance <br />with the requirements of the Community Development Block Grant (CDBG) that <br />is funding this purchase, the ladder truck will be located within a CDBG <br />eligible area of the City. <br /> <br />Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase <br />against contracts from any public agency utilizing a competitive bid <br />process. The City of Los Angeles contract with American LaFrance of Los <br />Angeles for a 100-foot tractor drawn ladder truck was awarded as a result <br />of open, competitive bidding, and meets the City's requirements, The vendor <br />has agreed to extend the same terms and conditions of the contract; with a <br />7.46 percent increase for modifications requested by the Santa Ana Fire <br />Department to maintain standardization in the City's emergency response <br />vehicles. <br /> <br />22A-1 <br />
