Preventive maintenance and capital needs have been deferred due <br />to lack of resources including personnel <br />Increasing energy costs <br />Increase Building Maintenance staff to support the addition of new <br />facilities <br />Reduction of permanent fleet staff by six full time positions <br />Replacement of outdated Fleet Management system <br />Implementation of next phase of Payroll/Personnel project <br /> <br />COUNCIL RECESSED AT 7:00 P.M. WITH THE <br />SAME MEMBERS PRESENT <br /> <br />Presentation by Public Works Agency Executive Director Ross; <br />highlights of presentation include the following: <br />· Impact of increased energy and asphalt costs <br />· Addition of consultant to coordinate NPDES/storm water run-off <br /> requirements <br />· Deletion of Senior Office Assistant and addition of GIS Systems <br /> Technician and consulting funds to update GIS Strategic Plan in <br /> 2001 -O2 <br />· Preventive maintenance for arterial and neighborhood streets <br />· Meet new Federal requirements for capacity, management, <br /> operations and maintenance <br />· Minimize sewer overflows for health protection <br />· Implement funding programs for sewer system rehabilitation, repair <br /> and replacement <br />· Meet new requirements for run-off <br />· Minimize urban water contamination <br />· Compliance with best management practice covering cleaning and <br /> prevention programs <br />· City's Street Light inventory built in 1920's <br /> o Difficult to locate replacement pads <br /> o Difficult and costly to maintain <br /> o Energy inefficient <br /> o Causes large outage areas <br /> o There has been no capital funding for replacement in the last <br /> four years <br /> o Edison lights are very costly; Edison not proactive in <br /> maintaining system <br /> o Inadequate lighting in many neighborhoods <br /> o Agency's focus is on replacing and maintaining city owned <br /> lights and adding lights in neighborhoods <br />· Principal challenges for Public Works in the coming year include <br /> maintenance of local streets, slurry seal, sewer replacements, <br /> storm drains, and street lights <br /> <br />CITY COUNCIL MINUTES 201 MAY 31, 2001 <br /> <br /> <br />
