Direct the City Attorney to prepare and authorize the City Manager <br />and Clerk of the Council to execute an agreement with Jones and <br />Stokes to prepare a Mitigated Negative Declaration (MND) and related <br />technical studies for the California Palms transient/residential <br />hotel in an amount not to exceed $20,000, pending receipt of funding <br />from developers. <br />2. Approve an appropriation adjustment recognizing $20,000 in the 2006- <br />2007 FY revenue account for environmental review fee for the <br />California Palms residential hotel (account no. 11-01-5452-117) and <br />appropriating $20,000 to the Planning and Building Agency 2006-2007 <br />FY budget allocation in the account for contractual services <br />(account no. 11-505-6291) for payment to Jones & Stokes. <br />Staff has been working with Advanced Real Estate Services, Inc. who <br />intended to pursue a transient/residential hotel project at 801 and 901 <br />South Harbor Boulevard. Staff has prepared a preliminary environmental <br />analysis and identified a number of environmental impacts that could be <br />associated with the implementation of the proposed project. Therefore <br />the preparation of a Mitigated Negative Declaration (MND) for the project <br />is required. Advanced Real Estate Services has agreed to pay for the <br />cost of all necessary studies and will be funding the recommended <br />contract in its entirety. <br />Staff is recommending an agreement for this project with Jones and Stokes <br />due to the technical expertise that they have in environmental analysis <br />for complex projects. Jones and Stokes has previously prepared <br />environmental documents for projects throughout the City. This contract <br />will continue to build on that successful effort.
