CORNERSTONE VILLAGE IMPROVEMENT PROJECT UPDATE - <br />Presentation by Community Development Agency Executive Director John <br />Reekstin and Housing Manager Patricia Whitaker <br />Highlights of the presentation given by Housing Manager Pat Whitaker are <br />as follows: <br />• Cornerstone Village - formerly "Minnie Street" neighborhood <br />• Originally built in the late 1960's as off base military housing <br />• Street and Landscape Improvements intended to lay foundation for <br />strengthened community <br />• Improvements include realignment of the street for traffic calming and <br />pedestrian safety <br />• Project is a cooperative agreement between the City and the property <br />owners <br />• City's responsibilities include construction of street and landscape <br />improvements, Fagade Improvement grants, and , target loan program <br />• The Owners formed an owners association and signed and recorded <br />CC&Rs and Owner Participation Agreements (OPA), and agree to <br />improve the buildings <br />• The facade improvement project is under construction and scheduled <br />to be completed in December, 2001 <br />• The owner improvement project began in August, 2000 and is <br />expected to be completed in August, 2005 <br />• Plans will be complete for the street improvement project in August, <br />2001, and the contract will be awarded in October, 2001 <br />• Street Improvement construction will start in November, 2001 and will <br />be completed in February, 2002 <br />• A remaining challenge is securing 100% participation from the property <br />owners - only one owner has not signed OPA <br />CITY COUNCIL MINUTES 278 JULY 16, 2001 <br />
