NO. 07-020) <br />CI Y MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1 ~~ Reading <br />^ Ordinance on 2otl Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Amend the contract with Television Equipment Associates to increase the <br />aggregate limit by $20,000 for the purchase of bone microphone and speaker <br />headsets for an annual amount not to exceed $30,000. <br />DISCUSSION <br />On September 19, 2005, the City Council accepted an $8.4 million Urban <br />Area Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br />The Santa Ana Police Department's Special Weapons and Tactics (SWAT) Team <br />would be front-line responders in any terrorist-related incident within the <br />Santa Ana urban area. When donning a protective suit during such an event, <br />the SWAT Team's current communications capability is significantly hindered <br />by the interference of the suit. Use of the bone microphone and speaker <br />headsets will enhance interoperable communications capability, and <br />subsequently the SWAT Team's safety as it will not hinder or affect the <br />integrity of the protective suit. As a result, staff recommends Council <br />approval of the action. <br />The notice inviting bids was advertised on April 11 and 13, 2007 and bids <br />were solicited.
