WORK STUDY SESSIONS <br />• Treats approximately 240 million gallons per day of wastewater <br />• Sanitation District is regulated by U.S. Environmental Protection <br />Agency at the federal level; Regional Water Quality Control Board <br />and the California EPA at the State level; South Coast Air Quality <br />Management District at the local level <br />• The regional wastewater system covers 21 cities and 3 special <br />districts and 2.2 million customers <br />• Sanitation District treats wastewater using three processes: <br />preliminary treatment, advanced primary treatment, and secondary <br />treatment <br />• Preliminary treatment: wastewater passes through screens that <br />remove large and non organic materials <br />Primary treatment removes 70 percent of the solids in the <br />wastewater <br />• Secondary treatment is system that uses microorganisms to feed <br />on the organic material that is left in the water after primary <br />treatment; 50% of wastewater is treated using secondary treatment; <br />combined primary and secondary treatments remove 85% of the <br />solids in the wastewater <br />District required to have a National Pollutant Discharge Elimination <br />System (NPDES) discharge permit <br />• Permit issued under the 301(h) section which allows for a slight <br />increase in amount of total suspended solids and biological oxygen <br />demand ; limit in the overall mass that can be discharged, and <br />increased ocean monitoring and increased environmental <br />examination by regulatory agencies is required <br />• Current Ocean Discharge Permit was issued in June 1998 <br />• Current permit expires in June 2003; permit renewal application <br />due December 2002 <br />COUNCIL RECESSED AT 8:29 P.M.
