NO. 07-021) <br />ITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1s' Reading <br />^ Ordinance on 2ntl Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Adaptive Digital Systems, Inc., for the purchase of <br />surveillance equipment in the amount of $25,052.88. <br />DISCUSSION <br />On September 19, 2005, the City Council accepted an $8.4 million Urban <br />Area Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br />The Federal Bureau of Investigations (FBI) Orange County Joint Terrorism <br />Task Force (OCJTTF) is a regional team dedicated to counter terrorism <br />intelligence and terrorism prevention, and is comprised of bureau members <br />as well as investigators from various local law enforcement agencies, <br />including Santa Ana Police Department. The OCJTTF is mandated by executive <br />order to be the lead agency responsible for the detection, prevention, and <br />disruption of terrorist operations in the United States. The mission is <br />accomplished through investigative steps such as surveillance, source <br />operations, technical monitoring, undercover operations, liaison with <br />local, state, and other federal agencies, and aggressive sharing of <br />intelligence to ensure threat information is properly disseminated to <br />ensure timely response from local and state authorities. <br />22C-1 <br />
