Conditional Use Permit No. 2007-06 <br />May 14, 2007 <br />Page 2 <br />any building elevation. The dome has been designed to match the color and <br />shape of the awnings that currently exist on the building. Mechanical <br />equipment for the antennas will be located on the ground level inside of a <br />new 10-foot by 20-foot masonry enclosure at the rear of the site. The <br />enclosure will be finished and painted to match the building. Boston Ivy <br />and irrigation will be provided at the base of the equipment enclosure. <br />There will be no exterior meters, cabinets or conduit visible on the <br />building or outside of the equipment room with the exception of cable <br />trays that will run across the roof and be screened by the existing <br />building parapet (Exhibit 3). <br />The antennas and dome are located a minimum of 200 feet from the adjacent <br />property which is used and zoned for residential purposes. The height of <br />the dome is 15 feet tall as measured from the finished roof, although <br />eight feet of this height will be hidden from view behind the existing <br />roof parapet. The height of the building with the dome structure is 35 <br />feet, measured from ground level. <br />Analysis of the Issues <br />In July 1988, the City Council adopted an ordinance to regulate Wireless <br />Communication facilities constructed in the City. Major wireless <br />facilities are required to have a stealth design and be located on a <br />building or in an area that provides the greatest amount of visual <br />screening. These antennas also require the approval of a conditional use <br />permit. <br />The municipal code sets forth an order of preference with regard to the <br />location of cellular antennas. The first choice is to locate these <br />facilities on a building with screening that is compatible with <br />architecture, color, texture, and/or materials of a building. In the case <br />of the proposed project, the antennas are screened within a roof mounted <br />dome that matches the color and material of building awnings, which are a <br />prominent architectural feature of the shopping center. <br />The applicant has explored alternatives to the dome structure, such as <br />stealthing the facility within a tree structure, flag pole and light <br />standard. However, the dome has been determined to be a more creative <br />alternative for this particular location. A conditional use permit is <br />required because the antennas exceed the 10-foot height limit, as measured <br />from the floor of the roof, necessary for a Land Use Certificate approval. <br />31 A-3 <br />
