JOINT CRA ITEM <br /> <br />To consider above matters filed by the Santa Ana Artist's Village LLC (The <br />Olson Company) for 86 live-work units encompassing three city blocks <br />within the Artists Village <br /> <br />Legal Notice published in the Oranqe County Register on November 5 and <br />9, 2001 <br /> <br />Recommended for approval by the Planning Commission at its October <br />22, 2001 meeting by a vote of 6:0 (Mondo absent) <br /> <br />Recommended for approval by the Redevelopment and Housing <br />Commission at its meeting of November 6, 2001 by a vote of 6:0 <br />(Sarmiento absent) <br /> <br />Presentation of staff report by Community Development Agency Executive <br />Director John Reekstin, Planning Manager Charles View, and Planner <br />Sergio Klotz. Mr. Reekstin noted that there would be a requirement for <br />additional mitigation measures not anticipated and that he was requesting <br />authority from the Council to authorize the Agency to finance these <br />additional mitigation measures and execute an Environmental Mitigation <br />Agreement with the owner and operator of the Festival Hall property to <br />construct certain sound attenuation improvements to those live/work units <br />along Third Street and abutting the DGWB parking lot. Mr. View noted that <br />the Conditions in the Conditional Use Permit needed to be amended to <br />allow public entities, such as California State University to own units in the <br />live/work project. <br /> <br />Presentation of written communications by the Clerk of the Council: <br />· Communication from the law offices of Sarmiento and Rojas <br />· Communication from Thever & Associates entitled "Preservation of <br /> Rights of Festival Hall" <br />· Letter from Arturo Lomeli of the Downtown Santa Ana Business <br /> Association in opposition to the project <br />· Letter from Charla Sanford in support of the project <br /> <br />Public Hearing: <br /> <br />Alex Hernandez, Vice President of the Olson Company represented the <br />applicant <br /> <br />The following individuals spoke in opposition to this matter: Frank Palmer <br />and Joe Gilmaker representing the Downtown Santa Ana Business <br />Association expressed concerns about parking in the downtown area. <br /> <br />CITY COUNCIL MINUTES 411 NOVEMBER 19, 2001 <br /> <br /> <br />
