CITY COUNCIL COMMITTEE ON <br />DEVELOPMENT <br />Special Meeting Minutes <br />April 5, 2007 <br />CALL TO ORDER <br />The meeting was called to order at 2:08 p.m. in Room 831 of City Hall. <br />ATTENDANCE <br />The following Committee members were present: Miguel Pulido, Carlos Bustamante <br />and Vince Sarmiento <br />Staff present were: Dave Ream, City Manager, Steve Harding, Deputy City Manager for <br />Development Services, Jay Trevino, Executive Director Planning and Building Agency; and <br />Ben Kaufman, Chief Assistant City Attorney; <br />AGENDA ITEMS <br />1. YMCA -POTENTIAL REDEVELOPMENT <br />Steve Harding outlined the status of the Claremont Club interest in the YMCA. After <br />significant evaluation and cost analysis, the Claremont Club concluded that costs <br />(~ were higher than it anticipated. It ultimately determined not to pursue the project. <br />Committee members briefly discussed the range of other proposals that had been <br />submitted for the YMCA. Representatives from the Historic Society, Chapman <br />University and the Orange County Clerk-Recorder's Office expressed a potential <br />interest in using the building, or in its long-term preservation. Committee members <br />suggested that, given how long the building has been vacant, an additional short <br />wait through the summer of 2007 might be beneficial, especially if One Broadway <br />Plaza gets under way. The committee asked that the item be kept on the agenda for <br />further discussion. <br />2. INCLUSIONARY HOUSING POLICY <br />Jay Trevino, Steve Harding and Ben Kaufman provided a brief presentation on the <br />background of inclusionary housing concepts. Mandates from the State have placed <br />a growing burden on communities to produce ever-increasing numbers of housing <br />units, especially affordable housing units. These mandates stem from SCAG's <br />Regional Housing Needs Assessment (RHNA) and also from redevelopment law. <br />Staff advocated that the City Council establish a clear policy as to inclusionary <br />housing and whether the City should enact an inclusionary housing ordinance or <br />other program. <br />Committee members expressed the need to balance the provision of affordable units <br />~ throughout the County, and the Region. Committee members suggested pursuing <br />legislative options to change law that unfairly burden some communities. Committee <br />13 B-4 <br />
