There are three essential activities in the scope of work: planning, facilitating and reporting. The
<br />following describes each activity anticipated for the engagement.
<br />Activity 1 -Prepare for the Workshop. We will begin this project by interviewing the Mayor,
<br />each Council member, City Manager, Assistant City Manager, and other key staff such as the
<br />City Attorney to ascertain the outcomes they would like to see from the workshop and identify
<br />the issues to be addressed. We will ask about strengths, weaknesses, opportunities and
<br />threats facing the City of Santa Ana. We will also ask about Council processes and ways in
<br />which individuals would like to see the Council improve its effectiveness. Following the
<br />interviews, we will prepare a draft agenda and recommended workshop process, which we will
<br />review with the City and then finalize based on that feedback. We will coordinate with
<br />designated City staff about logistics and preparations for the retreat, including any materials that
<br />will be needed.
<br />Activity 2 -Facilitate the Workshop. We will facilitate the one-day workshop and ensure that
<br />the intended outcomes are met. The workshop will include opportunities for Council members to
<br />get to know each other better, prioritize goals the Council would like the City to accomplish, and
<br />discuss Council and staff roles, norms and protocol issues. From our interviews, we will have a
<br />good idea of the most important issues facing the City and will be able to facilitate both small
<br />and large group discussions to productively address these issues. Our consultants provide the
<br />supportive environment, knowledge of the local government setting, and a general
<br />understanding of the issues facing Santa Ana. Council members and staff provide the specific
<br />knowledge about challenges and opportunities to which the City must be prepared to respond.
<br />Activity 3 -Prepare the Report. Following the workshop, Management Partners will prepare a
<br />summary of the results. The summary will include agreements made about Council norms and
<br />protocols, steps to be taken by staff, Council priorities, and other outcomes. So that the
<br />workshop can set a foundation for team effectiveness and future steps, we will work with the
<br />City to create a useful workshop summary that can be used by the management team and the
<br />Council.
<br />Facilitator
<br />Julia Novak, Regional Vice President, directs the work of our Management Partners' office in
<br />the East. Julia joined Management Partners in 2003 after spending 16 years in service to local
<br />governments. During her local government career, she worked in Fort Collins, Colorado;
<br />Lexington, Massachusetts; Rockville, Maryland; and was City Manager of Rye, New York.
<br />Since joining Management Partners, Julia has directed organizational reviews and studies for
<br />virtually all areas of municipal operations, including finance, human resources, planning and
<br />development review, health and human services, public works, facilities, fleet, public safety and
<br />parks and recreation. She has been directly involved in developing business plans, strategic
<br />plans and developing and reviewing performance measures/indicators. Board development,
<br />employee feedback, process management, facilitation, training, and leadership development are
<br />among her areas of specialty. Julia is certified to administer several Level-B Psychological
<br />Assessments, including the Myers-Briggs Personality Type Indicator (MBTI), the Apter
<br />Motivational Styles Profile (AMSP) and the Strength Deployment Inventory (SDI). In addition,
<br />she has completed training in popular Level-A Assessments, including the Thomas-Killman
<br />Conflict Modes Inventory and the Human Element-B (FIRO-B). Julia has facilitated retreats for
