<br />EXHIBIT "B" <br />Trailer Agreement for CITY OF LAGUNA NIGUEL <br /> <br />1. REGULATIONS FOR TRANSFER AND USE OF FY 2004 UASI FUNDED CRITICAL <br />INCIDENT RESPONSE TRAILER PURCHASED BY THE SANTA ANA POLICE <br />DEPARTMENT HOMELAND SECURITY DIVISION. <br /> <br />a. There will be a pre-determined Point Of Contact (POC) decided upon prior to receipt of <br />any Item(s) (hereinafter "Item(s)" refers to the Trailer and equipment contents as a whole, <br />as listed in EXHIBIT "A"). The POC will serve as the initial custodian and receiver of <br />these Items; however, the POC may assign Items ONLY to another City of Laguna <br />Niguel First Response Agency/Department employee, and ONLY if accompanied by <br />written notice to the City of Santa Ana Police Department Homeland Security Division <br />Logistics Coordinator. The POC will be solely responsible for keeping account of all <br />Items at all times. <br />b. Accurate and current records of all Items must be kept, including: description, serial <br />number, source of Items, who holds title, acquisition date, cost of Items, percentage of <br />Federal participation in the cost, location kept, use of and condition of Items, date of <br />disposal (if applicable), and sale price (if applicable). <br />c. Laguna Niguel Police Services will be subject to periodic monitoring visits from the <br />Santa Ana Police Department Homeland Security Division staff in accordance to the <br />grant guidelines and assurances of the FY04 Urban Area Security Initiative. All FY04 <br />guidelines and assurances can be found and referred to in Exhibits "C" and "D" <br />respectively. <br />d. Physical inventory of the Items must be taken (and reconciled with records) at least once <br />every two (2) years. A representative from the Santa Ana Police Department's Homeland <br />Security Division Office must be allowed access to the Items (whether stored on Laguna <br />Niguel Police Services property or elsewhere) for the sole purpose of conducting this <br />inventory. Inventories may be conducted as often as twice per year. <br />e. Quality Control guidelines must exist to ensure adequate safeguards to prevent loss, <br />damage, or theft of Item(s). Any of the aforementioned circumstances shall be <br />investigated by UASI Sub-Grantee (Santa Ana Police Department Homeland Security <br />Division) and findings reported to the California Office of Homeland Security. <br /> <br />6 <br />
