Material testing and <br />special inspection services are required to ensure the quality of work <br />and material of the project. Since City staff does not possess the <br />required certification and equipment, an outside quality assurance firm <br />should be retained to provide the services. <br /> <br />To acquire these services, a request for proposals was sent to seven <br />quality assurance firms and six firms responded. A committee of five <br />staff members of the Public Works Agency evaluated these proposals. <br /> <br />Each firm was rated according to its qualifications, past experience and <br />capacity to perform the required work. Based on the proposals submitted, <br />the scores and fees for the top three firms are as follows: <br /> <br />25.8. <br />
