LAND USE ELEMENT <br />Goal 5.0 Ensure that the impacts of development are mitigated. <br />Policy 5.1 Promote development which has a net community benefit, and <br />enhances the quality of life. <br />Policy 5.2 Protect the community from incompatible land uses. <br />Policy 5.3 Minimize the impact of future right-of-way expansion on <br />existing development and neighborhoods through the use <br />of transportation system management programs and traffic <br />demand management to relieve traffic congestion. <br />Policy 5.4 Support land uses which are consistent with the Land Use <br />Plan of the Land Use Element. <br />Policy 5.5 Encourage development which is compatible with, and <br />supportive of surrounding land uses. <br />Policy 5.6 Discourage access to commercial and industrial areas by way <br />of residential streets. <br />Policy 5.7 Anticipate that the intensity of new development will not <br /> exceed available infrastructure capacity. <br />Policy 5.8 Encourage the placement of education facilities in close <br /> proximity to public parks. <br />Policy 5.9 Encourage development which provides a clean and safe <br /> environment for the City's residents, workers, and visitors. <br />Policy 5.10 Support a circulation system which is responsive to the <br /> needs of pedestrians and vehicular travel. <br />Policy 5.11 Encourage development which does not generate obnoxious <br /> fumes, toxins, or hazardous materials. <br />Policy 5.12 Provide appropriate permanent measures to reduce storm <br /> water pollutant loads in storm water from a development site. <br />Policy 5.13 Support economic reinvestment in blighted, non-residential <br /> properties through condominium ownership provided the <br /> property complies with the City's current standards for quality <br /> development. <br />Revised (June 18, 2007) <br />75A-12 <br />
