FY 2006 1IOM ELAND SECURITY GRAN "r PROGRAM - DFC EMBER 2.2005 <br />IX. METROPOLITAN MEDICAL RESPONSE SYSTEM <br />A. Program Overview <br />The FY 2006 MMRS program provides funding to designated <br />localities to assist in writing plans, developing training, <br />purchasing equipment and pharmaceuticals, and conducting <br />exercises to achieve the Target Capabilities necessary to <br />respond to a mass casualty event, whether caused by a WMD <br />terrorist act, epidemic disease outbreak, natural disaster, or <br />HAZMAT accident, during the crucial first hours of a response <br />until significant external assistance can arrive and become <br />operational. <br />MMRS establishes linkages among emergency responders, <br />medical treatment resources, public health officials, emergency <br />management offices, volunteer organizations and other local <br />elements working together to reduce the mortality and <br />morbidity that would result from a catastrophic incident. The <br />MMRS program also emphasizes enhanced mutual aid with <br />neighboring localities (MMRS "Operational Area ") and State <br />and Federal agencies. Pov. <br />The FY 2006 MMRS Program will support the MMRS <br />jurisdictions in: <br />• Achieving preparedness in the MMRS- related <br />Capability Focus Areas, which supports efforts to <br />implement the Goal. <br />• Ensuring that their strategic goals, objectives, <br />operational capabilities, and resource requirements are <br />adequately incorporated in State and Urban Area <br />Homeland Security Assessment and Strategy <br />documents. <br />Target Capabilities <br />• Planning <br />• Community Preparedness and <br />Participation <br />• Communications <br />• Information Gathering and <br />Recognition of Indicators & <br />Warnings <br />• CERISE Detection <br />• Epidemiological Surveillance & <br />Investigation <br />• Public Health Laboratory Testing <br />• Citizen Protection: Evacuation <br />and/or In -Place Protection <br />• Isolation & Quarantine <br />• Critical Resource Logistics & <br />Distribution <br />• Urban Search & Rescue <br />• Emergency Public Information & <br />Warning <br />• Responder Health & Safety <br />• Triage & Pre - Hospital Treatment <br />• Public Safety & Security <br />Response <br />• Medical Surge <br />• Medical Supplies Management & <br />Distribution <br />• Environmental Health <br />• Mass Prophylaxis <br />• Mass Care <br />• Firefighting Operations /Support <br />• Fatality Management <br />• WMD /Hazardous Materials <br />Response & Decontamination <br />• Revising their operational plans to reflect State and Urban Area Homeland Security <br />Assessments and Strategies. <br />• Ensuring the maintenance of MMRS capabilities established through the completion of <br />baseline deliverables and other previous activities supported by Federal funding. <br />A.1. Period of Performance <br />The period of performance for MMRS is 24 months from the award date. A portion of this <br />period overlaps with deliverable schedules under FY 2004 and FY 2005 MMRS grants.
