Onsnizstion <br /> <br />States and Urban Areas may use FY 2006 UASI funds to support select organization activities. <br />States and Urban Areas must justifY proposed expenditures of UAS[ funds to support <br />organization activities within their Investment Justification submission using historical data and <br />other analysis to substantiate their proposals. No more than 25 percent of the gross amount of <br />the allocation for this program may be used for operational expenses and overtime costs for the <br />three (3) operational activities noted below. <br /> <br />I. Operational overtime costs associated with increased security measures at critical <br />infrastructure sites during periods ofDHS-declared heightened alert. <br /> <br />VASI: Up to 25 percent of FY 2006 funds may be used in VAS I jurisdictions. <br /> <br />. Of this amount. up to JO percent may be used for costs incurred during Code Yellow <br />or Orange. <br />. The remaining 15 percent may be used for costs incurred only during Code Orange. <br />. Operational overtime costs incurred at National Special Security Events (NSSEs) in <br />VASljurisdictions, as designated by the Secretary of Homeland Security, are also <br />allowed. <br />. States with UASI jurisdictions can use funds retained at the State level to reimburse <br />eligible operational overtime expenses incurred by the State (up to a maximum of25 <br />percent of the State share of the VASI grant). However, those activities must directly <br />support increased security measures enacted in the VASI jurisdictions. States should <br />be judicious in the use of Federal grant funds when protecting critical infrastructure <br />and should leverage public/private partnerships. States should also consider the use <br />of private assets in the protection of private facilities. <br /> <br />[n support of these efforts for enhanced capabilities of detecting, deterring, disrupting, and <br />preventing acts of terrorism, costs eligible for reimbursement under this policy are identical to <br />those deemed allowable under previous Code Orange alerts. Therefore, subject to the conditions <br />stated above, States and local governments may use FY 2006 UASI funds to support select <br />operational expenses associated with increased security measures at critical infrastructure sites in <br />the following authorized categories: <br /> <br />. Backfill and overtime expenses for staffing State or local emergency operations centers <br />(EOCs) <br />. Hiring of contracted security for critical infrastructure sites <br />. Public safety overtime <br />. National Guard deployments to protect critical infrastructure sites, including all resources <br />that are part ofthe standard National Guard deployment package <br />. Increased border security activities in coordination with CBP as outlined in Information <br />Bulletin #135.13 <br /> <br />13 Proposed operational activities should emphasize those measures lhat will increase border security in direct <br />coordination with CBP personnel.
