SPECIAL PRESENTATION - Noise Ordinance presented by Police Chief Paul Walters <br /> <br />Highlights of this presentation are as follows: <br /> <br />Annually, disturbing the peace calls for service rank as the third highest <br />call for service for the Santa Ana Police Department <br />In 2001, the police department responded to over 7,000 disturbing the <br />peace calls <br />Examples of these calls include: loud music from residences or <br />businesses, large parties or gatherings, and any amplified sound that is <br />excessive <br />Santa Aha Police Department relies on education and enforcement in <br />handling disturbing the peace calls <br />Water bill inserts in English, Spanish, and Vietnamese explaining relevant <br />Municipal Code provisions were sent to over 45,000 customers in April <br />and May of 2002 <br />Cityline, a Chamber of Commerce publication and the Orange County <br />Register have printed articles explaining the police department's efforts to <br />reduce noise in order to improve Santa Ana neighborhoods <br />The Westend District is sending letters to single family residences and <br />apartment complexes where the police department has responded <br />regarding disturbing the peace calls; in six months, if this program proves <br />successful in reducing calls for service in the Westend District it will be <br />implemented citywide <br />July 1, 2002, a special operations unit will be operational consisting of a <br />sergeant and eleven officers <br />Pursuant to SAMC 10-153, it is unlawful for any person to cause, allow, or <br />permit the emission or transmission of any loud or raucous noise from any <br />sound making or sound amplifying device in his or her possession or <br />under his or her control; violations may result in a fine up to $1,000 and/or <br />up to six months of jail time <br />Parties reporting incidents to the police can be anonymous and police <br />officers can issue citations upon the first response with no requirement of <br />any specific time during daytime or nighttime hours <br />All Santa Ana patrol officers will be encouraged to enforce all disturbing <br />the peace laws and to educate the public that disturbing the peace hinders <br />the quality of life for City neighborhoods and the business community <br /> <br />OATH OF OFFICE <br /> <br /> Administered by Patricia Healy, Clerk of the Council to the following: <br /> <br /> Ligia Elena Salgado Youth Commission Regular Member <br /> Elisa J.
