REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 6,2007 <br />TITLE: <br />AMENDMENT TO AGREEMENT WITH <br />CALIFORNIA PROPERTY 3PECIALISTS <br />FOR RIGHT-OF-WAY SERVICES <br />CONTINUED TO <br />FILE NUMBER <br />and authorize the Clerk of the <br />execute an amendment to the <br />Property Specialists (CPSI) to <br />a total agreement amount of <br />On March 6, 2006, the City Council awarded an agreement to CPSI for <br />$475,000 for right-of-way services for Phase I of the Bristol street <br />widening project between Pine and McFadden. Bristol Street Phase I is <br />part of the overall project between Warner Avenue and Seventeenth <br />Street which is funded by the Orange County Transportation Authority <br />(OCTA). The consulting firm of CPSI oversaw the acquisition, <br />appraisal, relocation, and the property management for 74 residential <br />and commercial parcels for Phase I. To date all but one residential <br />and 80 percent of commercial parcels have been acquired. The current <br />completion for right-of-acquisition is December 2007 which is one <br />year ahead of estimated timeline. CPSI has been doing an excellent <br />job negotiating with property owners, managing the consultants, and <br />keeping the project ahead of schedule and under budget. <br />In addition to the Bristol Street project, CPSI also is assisting the <br />Public Works Agency with other real property services. These services <br />are real property acquisition, relocation assistance, property <br />management, escrow activities, surplus properties, street and alley <br />vacations and project management. With anticipation of the <br />additional funding for Bristol Street Phase II between Third Street <br />and Civic Center, CPSI will provide overall right-of-way services for <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1~` Reading <br />^ Ordinance on 2ntl Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />25B-1 <br />Direct the City Attorney to prepare <br />Council and the City Manager to <br />consulting agreement with California <br />provide right-of way services for <br />$1,050,000. <br />
