BUSINESS CALENDAR <br /> <br />50.C. <br /> <br />Motion: <br /> <br />EMERGENCY INTERIM ORDINANCE REGULATING CYBER CAFES <br /> <br />Council discussion ensued. Members asked staff questions relative to <br />enforcement of permitted hours for minors, determination by the Police <br />Chief of the need for a California licensed uniform security guard on the <br />premises, and, enforcement of penalties. Members also emphasized the <br />need for educating parents on the dangers and responsibilities with <br />respect to cyber cafes. <br /> <br />Councilmember Christy raised the issue of requiring managing employees <br />to be at least 18 years of age and suggested that 21 may be a more <br />appropriate age. The City Attorney explained that this is an interim <br />ordinance and staff will consider this issue in drafting a permanent <br />ordinance. Members also requested that press releases and other <br />educational materials be produced in Vietnamese, Spanish and English <br /> <br />Adopt ordinance. <br /> <br />ORDINANCE NO.
