REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 6, 2007 <br />TITLE: <br />RESOLUTION ADOPTING JOHN WAYNE <br />AIRPORT CORRIDOR CITY COALTION <br />POSITION STATEMENT <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1s` Reading <br />^ Ordinance on god Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution supporting the John Wayne Airport Corridor City Coalition <br />Position Statement. <br />DISCUSSION <br />The cities of Santa Ana, Anaheim, Costa Mesa, Orange, Tustin, and Newport <br />Beach are the communities most directly impacted by noise generated by air <br />carriers operating in the John Wayne Airport (JWA) arrival and departure <br />corridors. In 2000, these cities became known as the Corridor City <br />Coalition because of their collective support for amendments of the JWA <br />Settlement Agreement which set limits on airport expansion, passenger <br />allowance, and other elements affecting public health, the environment, and <br />quality of life issues. <br />In order to create a stronger coalition, a JWA Coalition City Position <br />Statement has been developed as a unifying measure that would identify <br />common interests and enable the cities to collectively achieve stated goals <br />and objectives. The Position Statement acknowledges the airport's <br />inability to service all of Orange County's air transportation demand and <br />recognizes that there is no viable site in the County for a second <br />commercial airport. In an effort to protect quality of life and limit <br />noise pollution, the Coalition seeks to balance the County's air <br />transportation demand without further expansion of JWA. <br />The Position Statement opposes any expansion of JWA beyond its current 2007 <br />footprint; opposes a second air carrier runway or extension of the existing <br />runway; opposes any significant reduction in general aviation <br />operations/facilities; opposes any changes to air carrier or general <br />aviation noise ordinances; ensures that regional plans are consistent with <br />55B-1 <br />
